Abstract: Faced with a variety of problems，like more demands for social welfare，immature social welfare safeguard system in our country，unapproachable post-earthquake rebuilding projects，caused by massive Wenchuan earthquake in Sichuan Province on May 12，2008，this paper explores and analyzes some experiences of post-earthquake reconstruction that Taiwan has accumulated after the devastating Jiji earthquake，in Taiwan region on September 21，1999. Based on the comparative analysis，this paper presents that the post-Wenchuan-earthquake rehabilitation and reconstruction should be focused on the following factors.1) Establish a perfect and steady social welfare safeguard system.2) Set up a coordination institution for post-earthquake rehabilitation and reconstruction to arrange the overall donations efficiently.3) Adopt orphans and support bereaved old folks in the earthquake-hit areas on a rational basis.4) Make laws and further perfect corresponding legislations.5) Give priority to cultivating more competent social workers.6) Apply humanistic care consciousness while supplying the welfare products for victims in the quake-hit areas.
