摘要/Abstract

摘要： 2009年我国的石油对外依存度首次超过了50%的安全警戒线。为了确保我国的石油安全生命线，我国采取了各种各样的措施，从“走出去”到“引进来”战略的实施，再到海外能源的合作，最后到新能源的开发与利用等。具体措施包括：加大国内的勘探开发力度和宽度，引入竞争机制；建立多元化的石油能源体系；石油置换；加入国际能源机构（IEA），建立公平自由的能源市场；完善我国的石油安全管理体系；设定石油消费“底线”等策略，以维护我国石油安全，保障我国石油能源的正常供给。

Abstract: In 2009 China′s dependence on oil imports has surpassed 50%.In order to defend our oil security，various measures have been taken which range from the implementation of energy cooperation with foreign countries to development and exploitation of new energies.After a great deal of investigation the authors suggest maintaining China′s oil security and guaranteeing normal supply of oil resources in the following ways：enhancing domestic oil exploration and exploitation by introducing competition mechanisms，establishing a diversified oil energy system，establishing a fair and free energy market by joining IEA，improving our safety management system of oil，etc.
