Abstract: Lowcarbon economy requires close cooperation between nations and regions as the cooperative development of transregional lowcarbon economy is the key to the ultimate goal of carbon reduction.By means of ISM (Interpretive Structural Model)，and out of the complex influence factors，the authors find out the superficial，shallow，intermediate and underlying factors affecting cooperative development of transregional lowcarbon economy，hoping to provide reference for the achievement of cooperative development of transregional lowcarbon economy.The study shows that the foundations for cooperative development of transregional lowcarbon economy are international trend，public opinions，public environmental awareness，consumption patterns and lowcarbon culture. So，government should make policy according to these influence factors and take measures，in order to guarantee cooperative development of transregional lowcarbon economy.
