Abstract: Since China is becoming increasingly dependent on foreign oil resources，overseas investment of Chinese petroleum enterprises is of great significance for the development of national economy. This paper demonstrates the necessity of Chinese petroleum enterprises investing overseas with consideration of situation home and abroad. The analysis shows that Chinese petroleum enterprises have strong advantages in investing overseas，because of the market environment home and aboard and the characteristics of oil industry. Overseas investment is an effective measure to ease the demand and supply pressure of China’s oil market，to insure energy security and to reduce the price risks of the heavy dependency on foreign oil resources.
