摘要/Abstract

摘要： 随着运输成本在成品油物流成本中所占的比重越来越大，运力越来越成为制约资源优化配置和市场稳定供应的重要因素，如何提升自备罐车的运行效率成为各石油企业关注的重点。以中国石油西北销售公司近年来的探索和实践为例，分析了成品油铁路运输的特点和影响自备车运行效率的主要因素，从车辆运行资质和手续的完备性、车辆定期检修和日常维护、罐车运力的优化调整和运行过程的实时监控、自备罐车信息系统建设以及对外协调和考核管理等方面总结，并提出了一系列提升自备车运行效率的措施和方法。

Abstract: With the increasing proportion of transportation cost in refined oil logistics cost，transportation is becoming an important factor in restricting optimum distribution of resources and stable market supply. Improving running efficiency of selfprovided light oil tanker has become the focus of oil enterprises. Taking the research and practice of Northwest Sales Company of PetroChina in recent years as an example，this paper analyzes the characteristics of refined oil transported by railway and the main factors that influence the running efficiency of self-provided tanker. Summarizing from the aspects of qualification and complete formalities of vehicle operation，regular maintenance of the vehicle，optimization of the tanker capacity，the real time monitoring during vehicle operation，the data management system construction of selfprovided tanker，external coordination and assessment management，this paper puts forward a series of measures to improve the running efficiency of selfprovided tanker.
