数据要素赋能新质生产力:逻辑起点、内在机理与未来路向

Empowering New Quality Productivity with Data Elements: the Logical Starting Point, Internal Mechanism, and Future Direction

摘要: 发展新质生产力是推动高质量发展的内在要求和关键着力点。数据作为新型生产要素,凭借其革命性特质,与新质生产力发展高度契合,正在深刻重构经济增长的动力机制与发展范式。从逻辑起点看,数据要素所具备的无限供给、精准洞察、价值溢出与融合渗透等特征,有效推动新质生产力向高端化、智能化、绿色化演进。从内在机理看,数据要素通过要素赋能、技术驱动、智识提升和融合创新,全面赋能全要素生产率提高和现代化产业体系构建。当前,数据要素赋能新质生产力已形成多方面支撑,但在权属界定、流通机制与安全治理等方面仍面临诸多挑战。面向未来,应积极推进制度、技术、人才、市场与安全等多维度协同,夯实数据要素价值释放的支撑基础,持续驱动新质生产力发展。

Abstract: Developing new quality productive forces is an inherent requirement and key focus for promoting high-quality development. As a new type of production factor, data elements, with their revolutionary characteristics, are highly compatible with the development of new quality productivity, and are deeply reconstructing the driving mechanism and the development paradigm of economic growth. From the logic perspective, the infinite supply, precise insights, value spillover, and integrated penetration of data elements effectively promote the high-end, intelligent and green new quality productivity development towards the high end. From the internal mechanism perspective, data elements comprehensively empower the improvement of total factor productivity and the construction of a modern industrial system through factor empowerment, technology drive, intellectual enhancement, and integrated innovation. At present, there have formed multiple supports to the empowerment of new quality productivity by data elements, but there are still challenges in ownership definition, circulation mechanisms, and security governance. In the future, we should actively promote multidimensional collaboration in systems, technology, talent, markets, and security, consolidate the supporting foundation for the value release of data elements, and continuously drive the development of new quality productivity.
