Abstract: Village elites, with their resource advantage, are better equipped to bear risks in the process of social transformation from traditional to a modern one. They often act as models and leaders and thus are an important promoting force in rural social transformation. The authors take Hecun Village in the northeast of H Province as the subject of research, and through field observation and interviews, analyze the elite governance model. They find that 3 types of elites(political elites, economic elites and social elites)confront different risks and consequences and their ability to resolve risks differ, too.Based on the findings, the authors focus on risks confronted by economic and political elites in rural areas and suggest policies be made to help them avoid risks.
