Abstract: Based on an analysis of a range of subjects，number of proposers，and time interval and validity of government responses to the 900 proposes randomly selected from all proposals in 1999 to 2010 motioned by local representatives of People′s Congress and members of CPPCC in Zhongshang City，Guandong，the author finds out some problems in public policy participation of the representatives and CPPCC members.Therefore，the author offers some suggestions so that a more efficient and more effective proposal handling mechanism can be set up and more effective interaction can be achieved between government and People′s Congress and CPPCC.
