Abstract: How to protect consumers′ legitimate interests as a victim in the major product safety incidents is a problem that the existing legal regime is faced with.When consumers，as the vulnerable group，have great difficulties in demanding huge compensation，we need a systematic way to help solve this social problem.This paper attempts to explore the legal system of consumer protection by introducing a national compensation fund system for effective，and timely protection of consumers in severe safety misadventures.
