Abstract: Learning atmosphere is an important indication of a university′s ideology about its operation，teaching and administration.The author points out that the key to the creation of a better learning atmosphere in universities is to take effective measures to inspire freshmen′s incentives of learning by focusing on problems they may have and on possible causes for the problems.Other measures should also be taken to improve teaching atmosphere and to integrate regulations and human concern in learning atmosphere creation.
