Abstract: Based on literature review and field survey and investigation，the authors make an indepth analysis of the present emergency response mechanism in universities.Based on the analysis，we suggest a systematic emergency management mechanism for universities，aiming to provide instructive aid in early warning，decision making，emergency mobilizing，psychological interfering and information exchanging.We think it important to integrate emergency management into the construction of harmonized universities so as to lay a solid foundation for the stability and development of universities.
