Abstract: Achieving “inclusive growth” is an essential requirement for constructing socialism and harmonious society. It is also the key factor in the achievement of socialist modernization. “Inclusive growth” is a complex process，which requires efforts from various aspects，among which social fairness is the key because on the premise of equality of opportunity. For distribution fairness is able to inspire social vitality providing a powerful engine for “inclusive growth”，and an appropriate income gap can create a stable social environment which is favorable to “inclusive growth ”.
