Public Crisis Management: Rule of Law and Active Rule of Man

Abstract: Public crisis management has always been an important topic in social governance research,and it relates to the stability and development of our socialist country. At the primary stage of socialism,the legal system in China is not perfect,active rule of man is necessary to a certain extent,although China is continuously moving forward in its socialist legal system construction,and public crises are managed by strictly following the law. The ideal state of public crisis management is comprehensive rule of law,but in the realization of the ideal,the rule of active man is a useful complement. The implementation of the rule of active man requires very high leadership qualification of individual leader and legitimacy and great accountability of government.
