Commercialization Model of Urban Parking and its Investment Incentive Mechanism

Abstract: Urban parking has become a problem restricting urban governance, the solution of which is to commercializing urban parking. Commercialization of urban parking should be done through supply side reform of urban parking with definition of the role of government, market and society. The increase of parking supply can be realized through government mechanism or the market mechanism. But it is necessary to ensure market mechanism plays an active role in resource allocation in promoting market supply of parking resources. Commercialization of professional parking resources needs a good investment environment to encourage private capitals. It is necessary to formulate a reasonable price system conducive to the allocation of parking resources in time and space with return of investment and operating profits of private capitals as the incentive mechanism.
