摘要/Abstract

摘要： 随着中国石油天然气消费量逐年增加，中国已经成为世界上举足轻重的油气资源消费国。实施石油天然气人民币战略，建立石油天然气人民币体系，推动人民币在国际油气贸易和投资领域上发挥计价货币、结算货币和投资货币等重要职能，既是中国规避“亚洲溢价”、提高国际油气市场话语权、增强中国油气资源保障能力的重要手段，也是中国践行“一带一路”倡议、实现中国与国际社会共同发展的现实要求。当前，需要通过完善跨境人民币结算体系、建立区域性石油天然气交易中心、启动油气贸易和投资示范性项目、发展人民币离岸市场等措施，稳步推进石油天然气人民币战略，最终确保中国石油安全，服务中国经济发展，提高中国国际治理能力。

Abstract: With its consumption of petroleum and natural gas increasing year by year, China has become an influential petroleum and natural gas consumer country in the world. Building a Yuan-based system for petroleum and natural gas transactions may enable RMB to play more important functions as a currency of quotation, settlement and investment for trade and investment in terms of international oil and gas. A Yuan-based system protects China from the Asian premium, enhances China's influence in global oil and gas market and ensures the safety of oil and gas supply for China. It also accords with the implementation of the "Belt and Road" initiative to reach a win-win solution between China and the international community. The internationalization of RMB can be conducted by improving the system for RMB cross-border trade settlement, building a regional center for petroleum and natural gas trading, launching major pilot projects for oil and gas trade and investment, developing RMB offshore market so as to ensure China's energy security, serve China's economic development, and improve China's competence in global governance.
