Abstract: Analyzing the process， formation mechanism， and implementation path of the democratic discourse system since the 18th National Congress of the Communist Party of China is an important perspective for further deepening the understanding of the democratic discourse system in the new era and promoting practical transformation. Using NVIVO qualitative software as a tool， this paper analyzes the construction of the democratic discourse system in the new era， and concludes that the systematic and orderly advancement of theme setting leads the direction of the democratic discourse system， that the theoretical innovation contributes to the kernel of the democratic discourse system through upholding integrity and innovation， that the scientific and popular transformation of the discourse system is promoted through reasonable， well-founded explanations， and that a resolute and to-the-point critique eliminates erroneous understanding or hostile attitudes towards the development of democratic politics. It can be seen that the construction of the democratic discourse system in the new era embodies the wisdom and experience of the CPC in governing the country， and is an important guidance for realizing people’s democracy and high-quality development in the process of comprehensively building socialist modernization.
