Inclusive Governance: An Effective Choice of NIMBY Risk Governance Model

Abstract: The increasingly frequent NIMBY risk events seriously affect China's economic development and social stability. At present, NIMBY risk governance is in dilemma in China, and the problems such as the oneness of governance subjects, the decoupling of governance means, the relatively imbalance of governance process and the imperfect governance mechanism, affect the performance of NIMBY risk governance to a large extent, and it is urgent to seek the mode transformation and path innovation of NIMBY risk governance. Inclusive governance, as a comprehensive, rational, sustainable and value-caring governance paradigm, has the basic characteristics of multiple subjects, process consultation, behavioral checks and balances, and benefit sharing. It is of great practical significance to improve the democratic authenticity, policy legitimacy and social resilience of NIMBY risk governance, and should be an effective choice for the reform of China's NIMBY risk governance model. From the perspective of inclusive governance, the path of NIMBY risk governance should be improved by building a co-governance network of multiple subjects, promoting the "two-pronged approach" of governance means, optimizing the decision-making process and methods of NIMBY governance, and by establishing a benign long-term governance mechanism, so as to boost China's NIMBY risk to the road of good governance.
