The People Supervisor System: A Review and Suggestions for Improvement

Abstract: The people supervisor system reflects the principle of judicial democracy and is a key component of whole-process people's democracy in China's procuratorial practice. It has made considerable contributed to public participation in justice and to the regulation of prosecutorial power. Despite its achievements, the system still suffers from unclear positioning, procedural deficiencies, and authority limitations. To address these issues, future reforms should redefine it as a participatory supervisory mechanism, highlight key areas while maintaining comprehensive supervision, and shift the focus from procuratorial dominance to rights-based oversight. This calls for a transformation toward a more rights-oriented, procedural, and substantive system, supported by legislation to ensure its legal and standardized development.
