New Quality Productivity Driving the High-Quality Development of Public Cultural Services: Role Mechanisms, Practical Limitations and Solutions

Abstract: New-quality productive forces have become the key driving force of the high-quality development of the public cultural service system, with their operative mechanism being a deep restructuring toward intelligence, digitalization, efficiency, and systematization. The new-type labor force, as a cognitive engine, injects endogenous momentum into the intelligent transformation of public cultural services; the new-media means of labor, as an innovation drive, lays the institutional and technological foundation for digital evolution; the new-quality objective of labor, as an efficiency fulcrum, advances the precision and effectiveness of content supply; and coordination among factors of production, as a hub mechanism, propels the integration and leapfrogging of service paradigms. However, in practice there remain constraints such as mismatches in laborer capability structures, imbalances between the supply and use of means of labor, lagging responsiveness of objectives of labor, and ruptures in factor coordination, all of which dilute the enabling effects of new-quality productive forces. Therefore, it is necessary to improve the matching mechanism for laborer capability structures, establish a sound allocation system for means of labor, optimize the data-response system for objective of labor, and build an integrated coordination mechanism among production factors, so as to advance the high-quality development of public cultural services.
