The deep evolution of the digital intelligence era has put forward historical requirements for the autonomous construction of the knowledge system of ideological and political education. The knowledge system of ideological and political education has gone through a spiral rise from spontaneous practice to theoretical consciousness, from experience summary to system construction, from passive adaptation to active guidance, and is faced with multiple conflicts in practice, such as those between technological empowerment and value guidance, between accelerated knowledge innovation and lagging academic evaluation, between blurred discipline boundaries and subjective adherence, and between open data sharing and privacy protection ethics. In the context of accelerating the construction of philosophy and social sciences with Chinese characteristics, we should strengthen academic consciousness and paradigm reconstruction, promote methodological integration and computational turn, optimize academic ecology and support system, and construct narrative system and communication pattern. These systematic measures help deepen meta-theoretical consciousness and category reconstruction, innovate computation-aided ideological and political education and mixed research methods, optimize academic evaluation and institutional ecology, and construct discourse narrative that integrates China and foreign countries, so that the resulting independent knowledge system of ideological and political education with strong explanatory power, leading power and vitality provide solid academic support for the practice of ideological education and talent cultivation in the era of digital intelligence.

The Fourth Plenary Session of the 20th CPC Central Committee incorporated "advancing the digital and intelligent transformation of national health" into the country's top-level planning, establishing it as a key task for the present and the foreseeable future. This initiative not only addresses the people's growing health needs but also serves as a vital pillar for China's modernization in health, aligning with the health revolution driven by the digital and intelligent wave. After years of development, this initiative has evolved from a future vision into tangible reality. While a digital and intelligent universal access system is gradually taking shape, the digital divide remains to be bridged. Initial progress has been made in coordinating routine and emergency digital healthcare services, but deeper system integration is still needed. Emerging digital and intelligent health industries are thriving, yet standards and regulations require further refinement. Diverse channels for digital health literacy exist, but targeted dissemination still needs optimization. Therefore, targeted measures are urgently needed to consolidate the technological foundation, strengthen system coordination, improve standards and regulations, and optimize content supply. This will drive the deep integration of digital and intelligent technologies with the health sector, ensuring that the benefits of digitalization are more widely and equitably shared by all people.

Strong ideological and political leadership is not only a fundamental trait of a leading country in education, but also a crucial guarantee for its development. As the digital-intelligent transformation of education deepens, the value of this leadership in fostering virtue through education has become increasingly prominent, especially in overcoming cognitive rigidity, bridging emotional detachment, forging value consensus, and promoting the unity of knowledge and action. However, the rapid advance and wide application of digital intelligent technologies have also created new difficulties. For example, uneven technological development and disparities in algorithmic recommendation exacerbate cognitive divergence among different groups; over-reliance on digital-intelligent media reduces deep interpersonal interaction and intensifies emotional alienation; information overload and algorithmic bias fragment value-laden content and dilute the cohesive efficacy of mainstream values; and the lack of seamless integration between virtual space and the real world triggers action delays or a knowledge-action gap. All these difficulties constrain the effective exertion of ideological and political leadership. To overcome them in the digital-intelligent era, it is necessary to carry out rational reflection across the four dimensions of cognition, emotion, will, and action. Such reflection should center on core strategies of data empowerment, algorithmic optimization, content aggregation, and scenario integration, thereby laying a more solid theoretical foundation, providing deeper emotional support, establishing a clearer value orientation, and creating more effective practical vehicles for the exertion of ideological and political leadership. In this way, it can truly empower high-quality development of education and earnestly fulfill the fundamental task of fostering virtue through education.

The future energy industry represents a strategic convergence point for achieving a green and low carbon transition while cultivating new growth drives. Its high-quality development is directly linked to China's energy security, climate goals, and industrial competitiveness. Based on an analysis of the connotations of high quality development of the future energy industry, this paper systematically examines the internal logic behind patient capital driving changes in industrial momentum, and proposes pathways of empowerment at the macro, meso, and micro levels. The study finds that high-quality development in the future energy industry is embodied in four dimensions: technological autonomy, structural optimization, green and low-carbon practices, and safety and efficiency. A structural mismatch exists between traditional capital logic and the growth patterns of the industry in time horizon and risk preferences. Patient capital shifts the timing of technological intervention to earlier point, drives innovation activities toward fundamental breakthroughs, and expands the space for cross-chain integration and talent accumulation, thereby transforming industrial momentum from externally driven to endogenously accumulated. To empower the future energy industry, patient capital must be advanced in a coordinated manner at three levels: at the macro level, the focus is on stabilizing institutional expectations to provide conditions for long-term capital judgments; at the meso level, the focus is on building an industrial ecosystem that embeds capital into the interconnections across industry chains. at the micro level, the focus is on unblocking channels for enterprise capability transformation, converting capital's long-term attributes into R&D and organizational capabilities.

Developing the Sichuan-Chongqing energy strategic hinterland is a key strategic deployment to safeguard China's national energy security, to advance the Western Development Drive in a new pattern, and to boost high-quality development of the Yangtze River Economic Belt. The strategic position of the Chengdu-Chongqing Economic Circle provides top-level policy support, the location advantage of "land-port linkage" enables cross-regional energy allocation, and the abundant and complementary hydropower and natural gas resources form a solid material foundation. Yet there exist problems in the transformation of resource advantages into strategic effectiveness in this area: the structural mismatch between supply-side transmission bottlenecks and rigid demand growth, the conflict between upper Yangtze ecological barrier conservation and large-scale energy development, and the institutional barriers from administrative divisions and regional interest games. To address these problems, this paper proposes three solutions: a diversified coordinated energy system of "traditional energy as foundation, new energy for expansion" on the supply side, a "collaborative and mutually beneficial" green low-carbon development paradigm on the technology side, and a "vertical connectivity, horizontal coordination" mechanism on the institutional side. This study provides theoretical support for optimizing China's energy layout and advancing Chinese modernization, while developing a demonstrative "Sichuan-Chongqing Model".

Under the new form of intelligent economy, a structural contradiction has arisen between the credit model relying on static and lagging information and the dynamic, continuous operation process of modern supply chains. This makes it difficult for financial resources to accurately meet the needs of resilience building. To address this dilemma, this study constructs an analytical framework of "paradigm, mechanism, and path. " The research indicates that the value of data chain finance lies in fostering a new paradigm of "process credit " anchored by real-time, verifiable process data. This paradigm systematically enhances supply chain resilience in three dimensions—information governance, organizational collaboration, and contract design—by enabling three core mechanisms: penetrating risk perception, distributed collaborative decision-making, and automated incentive compatibility. Thus, "process credit" serves as a theoretical nexus connecting digital finance with supply chain resilience, revealing the essence of how technological empowerment deepens from the instrumental level to the reconstruction of credit and governance foundations. On that basis, this paper constructs an integrated implementation path covering three layers: data infrastructure, financial instruments and governance ecosystem. First, consolidate data infrastructure by developing trusted data spaces, by promoting full-scale data chaining and by advancing quantitative evaluation model research. Second, innovate financial instruments including dynamic pricing finance, event-driven insurance and embedded risk control products. Third, optimize the governance ecosystem by clarifying the rights and obligations of government, industry, finance and research entities to build a collaborative governance system involving all stakeholders. The resultant systematic solution offers comprehensive references for practical implementation.

Urban-rural integrated development is an inherent requirement and an inevitable choice for Chinese modernization. Grounded in the macro-context of Chinese modernization, this paper systematically examines the realistic landscape of China's urban-rural integration. The study finds that although China's urbanization has achieved a historic leap, moving towards high-quality integration, there still exist multiple structural problems, which are manifested as institutional barriers to factor mobility and market mechanism stagnation, systemic imbalance and structural contradiction in urban-rural industrial integration, structural failure and peripheralization in cultural governance, and institutional fragmentation of the social security system. These contradictions are nested within each other, forming a profound impediment to integrated development. In response to these problems, this paper suggests the following measures: reconstructing the market-based allocation mechanism of factors through deepening property rights reshaping; building a new ecology of urban rural industrial integration based on technological innovation, reshaping the urban-rural cultural co-governance pattern through value equivalence and bidirectional interaction, and advancing the systematic integration of the social security system through upgrading the coordination level and transforming the relief paradigm, so as to provide solid institutional support and practical guidance for the comprehensive advancement of Chinese modernization and an urban-rural community with a shared future characterized by functional complementarity, equality of rights, and shared well-being.

With the rapid development of information technology and the continuous acceleration of the population aging, the elderly group is faced with the problem of the digital divide. At present, the digital divide among the elderly in rural areas is more pronounced. Exploring the realization mechanism for this group to cross the digital divide has extremely strong practical significance. Based on the practical research on the elderly group in FL Town, F County, Northern Jiangsu Province regarding their efforts to bridge the digital divide, we found that the cross of the digital divide among the rural elderly is a systematic process in which four paths, institutional support, senior-friendly core, peer mutual assistance, and intergenerational feedback, are deeply coupled with a ternary support network. Institutional support builds universal basic guarantees, core senior-friendly services promote precise matching of needs, peer assistance helps low-cost diffusion of skills, and intergenerational feedback provides emotional activation and continuous impetus. Eventually, a closed loop of "emotional activation - community diffusion - demand matching - institutional guarantee" is formed. To ensure that the elderly in rural areas successfully cross the digital divide, it is necessary to take into account the differential pattern structure rooted in China's rural society, promote the interaction of institutional support, senior-friendly core, peer assistance, and intergenerational feedback, and to ensure that each element plays a core role in specific circles based on closeness of relationship, so as to drive the elderly in rural areas to shift from passively adapting to digital technology to actively integrating into the information age.

With the rapid development of platform economy, issues of unfair competition on platforms have become increasingly prominent in China. Hard law, primarily represented by the anti-unfair competition law, faces challenges in regulating platform unfair competition due to lagging regulatory bases, limited effectiveness, and inflexible regulatory tools, rendering it inadequate to meet regulatory demands. In response, soft law regulation in this domain has emerged as a crucial supplement, leveraging its emphasis on multi-stakeholder governance, consultative approaches, and responsiveness. Concurrently, soft law regulation of platform unfair competition has revealed practical limitations, including value biases, regulatory conflicts, and limited dispute resolution capacity. To address these problems, the following proposals for improvement are put forward. Firstly, the formulation procedures for soft law regulating platform unfair competition needs to be refined, which entails establishing a multi-stakeholder consultation mechanism for balancing interests, developing differentiated procedural norms for distinct entities, and ensuring transparency throughout the soft law formulation process. Second, the systematic development of soft law for platform unfair competition needs to be promoted, including establishing unified classification standards and hierarchy of effectiveness for soft law, constructing multi-stakeholder oversight mechanisms to prevent conflicts between soft law norms, and enhancing coordination between hard law and soft law in this domain. Third, the dispute resolution capacity of soft law for platform unfair competition needs to be optimised, including establishing and improving specialised dispute resolution mechanisms, appointing professional personnels to handle disputes, and advancing judicial integration of soft law.

The unclear scope of low-altitude airspace and the absence of a systematic clarification of its legal nature have constrained the development of the low-altitude economy. The National Airspace Basic Classification Method, issued by the Civil Aviation Administration of China in 2023, classifies airspace into different categories. Among these categories, Class G and Class W airspaces should properly be regarded as low-altitude airspace because they possess characteristics of low-altitude, are non-regulation, and comprehensive coverage of low altitude flight scenarios. The market-economy attributes of the low-altitude economy, together with the private law attributes of state-owned natural resources, provide legitimacy for bringing low-altitude airspace within the ambit of private-law regulation. From the perspective of private law, a reinterpretation of the corporeality and disposability of things demonstrates the possibility of low-altitude airspace to become an object of real rights. The practical need to ensure the safe use of low-altitude airspace further demonstrates the necessity of recognizing low-altitude airspace as an object of real rights. From the perspective of real-rights law, the particularity of low altitude airspace classification and the requirement of stability within the legal system determine that the essence of ownership of low-altitude airspace should be understood as a component of land ownership and water-area ownership. Furthermore, in view of systemic stability, unified planning, and coordinated utilization, the usufructuary right over low-altitude airspace should be interpreted as a right of divided surface right under an expanded interpretation.

The National 15th Five-Year Plan proposes to seize the higher ground in technological development, promoting in-depth integration of technological and industrial innovation, continuously fostering new quality productive forces, and advancing and deepening "Artificial Intelligence+" to a higher strategic position. Artificial intelligence, as a strategic technology leading the new wave of scientific revolution and industrial transformation, can generate new-quality productive forces through integrating the technological and industrial innovation, though its underlying mechanisms and strategies for action require further research. Within the framework of new quality productive forces in the digital era, artificial intelligence and new quality productive forces exhibit "chemical reactions" across four dimensions: laborers, means of labor, objects of labor, and their optimized combinations. The intrinsic mechanisms involve element supply with bidirectional enhancement, structural embedding from internal to external systems, and functional integration through chain-based closed-loop mechanisms. To further leverage AI in fostering new quality productive forces, a top-down, step-by-step approach should be adopted to establish an open technological innovation system, element circulation network across entire chains, self-sustaining industrial ecosystem, and inclusive multi-stakeholder governance framework. By coordinating government, market, corporates, and societal efforts while implementing national strategies, industrial policies, and innovation mechanisms, we aim to develop roadmaps for advancing intelligent AI integration with new quality productive forces that are intelligent, replicable and feasible.

The iterative evolution of digital technology has not only given rise to a new paradigm in the development of digital capitalism, but also systematically reconstructed contemporary capitalist relations of production, accelerating the transformation of traditional labor forms into digital labor. However, under the deep coupling of digital capital and digital technology, the alienation of digital labor has become an unavoidable core issue in the era of digital capitalism. As a new form of labor alienation, the alienation of digital labor not only perpetuates the core logic of Marx's theory of alienated labor, but also exhibits distinct characteristics of the contemporary era. Its actual symptoms are primarily manifested in four dimensions of alienation: the commodification of digital labor subjects, the concealment of digital labor processes, the instrumentalization of the essence of digital labor, and the estrangement of digital labor relations. Therefore, it is necessary to comprehensively explore the paths of sublating digital labor alienation, to enable labor to truly become a means of human liberation and to promote the free and comprehensive development of human beings. There are urgent needs that, under the scientific guidance of Marx's theory of alienated labor and through a dialectical examination of digital labor alienation, we establish digital labor values to break the nihilistic dilemma of labor value, highlight the humanity of digital technology by leading instrumental rationality with value rationality, transcend the old logic of digital capital to regulate the disorderly expansion of digital capital, and build new digital societal relationships to promote harmonious human-machine coexistence development.
