摘要: 独立思考能力和行为控制意识的缺乏,使得心智障碍青年与其他类型残疾人相比就业更加困难。如何完成心智障
碍青年的人力资源开发过程,并帮助该群体实现就业是提升心智障碍家庭生活质量,实现“共同富裕”目标的关键所在。本
研究构建了基于社会支持、社会网络和人力资源开发理论的心智障碍青年人力资源开发的组合框架,以锄禾社社区学校为
案例展开研究,探索心智障碍青年人力资源开发系统中“资源支持端”和“人力资源开发端”的结构、运作流程和互动协同关
系,提出“资源-功能”双向适配的理论框架与效应机制,完成了心智障碍青年通过人力资源开发实现成功就业的理论逻辑
构建和实践经验探索。

Abstract: A lack of independent thinking skills and behavioral control makes it more difficult for youths with intellectual disabilities
to gain employment compared with other disability groups. How to accomplish human resource development for this group and help
them achieve employment is key to improving their quality of life and realizing the goal of "common prosperity". This study constructs a
combinatorial framework for human resource development of youths with intellectual disabilities based on theories of social support, so⁃
cial networks, and human resource development. Taking the Chuhe Community School as a case study, it explores the structure, opera⁃
tional processes, and interactive synergy between the "resource support side" and the "human resource development side" within the
system, proposing a theoretical framework and effect mechanism of "resources-functions" bidirectional adaptation. Through the above
analyses, this study completes the theoretical logic construction and practical experience exploration of how youths with intellectual dis⁃
abilities can achieve successful employment through human resource development.
