摘要： 社区治理是社会治理的基础，社区治理关系社会的稳定，关系民生福祉，关系国家治理现代化的实现。红河州蒙自市 作为西南边疆少数民族县级市，在运用互联网技术提升社区治理能力方面进行了许多探索，但也存在条块分割、信息不畅、居 民和社区组织参与不足等问题。“互联网+社区治理”要回到政府—社会—个人三者之间的关系问题上来，以开放共享的理念， 推动社区治理创新。

Abstract: Community governance is the foundation of social governance. It is related to the stability of the society, the well-being of the people's livelihood, and the realization of the modernization of the state governance. As a southwestern frontier minority county city, Mengzi City has made many explorations in the use of Internet technology to improve community governance capacity, but there are still many problems such as fragmentation, inaccessible information and insufficient participation of residents and community organizations. This study emphasizes that "Internet plus community governance" need to return to the relationship of government, society, and individual, and promotes the innovation of community governance with the idea of opening and sharing.
