Abstract: Party building leads social governance. The exertion of organizational function is the leading engine of primary-level
governance, while the utilization of resource allocation is the fundamental guarantee of primary-level governance. The enhancement of the social governance capacity of Yunnan primary-level Party organizations is an important aspect of integrating into the national
modernization governance strategy. Among them, the understanding of factors such as the positioning of organizational functions, the
efficient utilization of resources, and the coordinated development mechanism of the two is of particular significance. To improve the
governance capacity of Yunnan primary-level Party organizations, efforts should be made in strengthening ideological guidance,
optimizing operational mechanisms, adhering to practical innovation, and improving institutional construction, so as to better play the
coupling role of the organizational and resource advantages of Yunnan local Party organizations and contribute Yunnan's strength to the modernization of national governance.
