Research on the Construction of Application Rule Models, Practical Dilemmas and Optimization Paths of
Physical Education After-school Services in Primary and Secondary Schools

Abstract:

After-school physical education services in primary and secondary schools serve as an effective pathway for promoting the
physical and mental health development of adolescents. Adopting methods such as literature review and logical analysis, this study
constructs an application rule model for after-school physical education services in primary and secondary schools based on the
application rules of the IAD framework, and analyzes the practical dilemmas and optimization paths of such services. Research shows
that the practical dilemmas of after-school physical education services in primary and secondary schools are mainly reflected in
ambiguous admission mechanisms, unclear cost-sharing arrangements, inadequate information communication channels and weak
service awareness. The optimization paths for such services are as follows. First, define boundary and position rules to foster a new
pattern of diversified supply. Second, reconstruct selection, aggregation and scope rules to establish a new funding guarantee system.
Third, clarify information rules to consolidate new driving forces for collaborative education involving families, schools and
communities. Fourth, standardize benefit rules to advance the new concept of public-welfare-oriented education.
