Abstract: Evaluation of instructional quality is an important part of university self-assessment of teaching. Through analyzing the
problems and their causes in the evaluation system of instructional quality, and understanding the teaching status data collection and
the needs of the newly-established universities and colleges, institutional constraints and procedure control are combined in order to
facilitate the cultural construction of teaching quality, the formation of scientific bases for evaluation criteria, the creation of new
evaluation methods, the optimized combination of evaluation mechanism, and the effective use of the evaluation results. This has a
significant role in promoting the validity of instructional quality evaluation system.
