Abstract: Based on the present situation of rural primary education in minority areas, it is inevitable to cultivate general-subject
primary teachers who are suitable for local areas. This paper explicates the quality structure of general-subject primary teachers and
explores the ways of cultivating the teachers in order to provide a reference for teacher education for minority areas.
