Abstract: The establishment and improvement of performance evaluation system is an inevitable requirement for the standardized
operation of PPP projects, and it is also an important measure for the reform of national financial budget system. The performance
evaluation index system for municipal engineering projects is of great practical significance to provide high-quality public basic
services. Based on the theory of BSC, the performance evaluation system of PPP project in operation period is constructed. The weight
and quantity value of indicators are determined by improved GAHP and fuzzy comprehensive evaluation method. Practical cases are
used to verify the feasibility of the evaluation system, broaden the application scope of the balanced scorecard, and provide a theoretical
and practical basis for the performance evaluation of municipal engineering PPP projects during the operation period.
