A Comprehensive Evaluation and Spatiotemporal Differentiation of Basic Public Service Provision in Yunnan Province: Empirical Evidence Based on 8 Prefecture-Level Cities

Abstract:

The level of basic public service provision is not only a key yardstick for measuring social progress and people's wellbeing, but also a basic guarantee for promoting and realizing the modernization of national governance. By constructing a set of multidimensional and comprehensive measurement index system and adopting the entropy method, this study analyzes the dynamic evolution of the supply of basic public services in Yunnan Province from 2012 to 2022, aiming to accurately portray spatiotemporal differentiation patterns and examines the status quo across core sectors such as basic education, healthcare, social security, infrastructure, environmental protection, and cultural services. The results reveal a dual pattern: on the one hand, the overall supply level shows a steady upward trend over time; on the other hand, significant disparities persist across regions and service areas, reflecting deep-rooted issues such as uneven regional development and imbalanced resource distribution. The paper offers policy suggestions in five areas: strengthening regional coordination, improving the public service system, enhancing the radiating effect of central cities, increasing service accessibility, and establishing robust monitoring and feedback mechanisms.
