Abstract:
The new performance -based pay system which is operating in institutional organizations will deepen the reform of distribution system and enhance the level of public services .Only when we do introduce the systematic and comprehensive performance management system into institutional organizations, can we evaluate the performance of each member scientifically and accurately and guide the behavior of the staff towards the organizational goals. Therefore, to establish a perfect performance management system is the premise and basis for performance-based pay reform in institutional organizations.
