Abstract: People's livelihood,the foundation of harmonious socialist society,focuses on environment protection and happy livelihood,which conforms to the concept of scientific development and is of great value in promoting ecological progress. The concept of green livelihood is playing an influence on the target of governance as it agrees with the new governance concept and contributes to the modernization of the governance ability of grass-root government;it also help to defuse the crisis of challenge to the political legality of grass-root government and the crisis of the development mode reform. We hold that,in the reform of grass-root governance mode,green livelihood should be established as a guideline on governance concept,governance style, governance system,governance domain,and governance measures,so as to improve governance quality and to ensure the realization of green livelihood.
