Abstract: This article studies problems in the following five stages of construction projects：policy-making stage，design stage，tender and bid stage，construction stage and the completion settlement stage.The study shows that a panorama style project management emphasizes human initiative in the whole process of project cost management.It is suggested in the end an integral systematic management be established based on the concept of value chain management.
