A Study of Collaboration in Haze Prevention and Control

Abstract:

With the danger of smog and haze being gradually understood,relevant laws and policies have been introduced,but
the legislation concerning haze prevention and control lags behind the reality,and haze prevention and control endeavors result
in little success. Reflections on the traditional haze prevention model reveal that haze prevention and control was fragmented
among different government departments and was in a prisoner’s dilemma. Therefore,we suggest a new haze prevention
and control model which is based on the collaboration between the energy department and environment department so that
they share resources and service channels. We also hold that Environment Law must focus on the sustainable development of
energy production and consumption,while Energy Law should make the affordability of environment as the principle of energy
developing and using. Only in this way can collaborative efforts take effect in haze prevention and control.
