An Exploration of Government Network Management in the We Media Era

Abstract:

The We Media provides common people with the opportunity and power to express their opinions with the virtual
network environment as a super powerful channel for the public to express its opinion and for the ruling party to receive those
opinions. In the We Media era,NPC representatives,CPPCC members and party leaders at all levels create a new political
environment on line by showing their concerns about people’s livelihood,and by collecting public opinions and wisdom
through various online platforms. On the other hand,the gathering and spreading of the original opinions and wisdom from
the grass-root class have turn the public from“bystanders”into the involved,from receivers of information into providers.
Information technology is eliminating the government’s credibility as it presents the government with challenges like negative
network effect,opinion confrontation between the public and government,and polarization of social groups. In such context,
government should innovate in concepts,mode and strategies of governance by enhancing net work management,optimizing
network environment,emphasizing e-Government and strengthening legal construction concerning online activities. With such
innovations,the government can realize rational supervision of people’s right to express their opinion,and can adapt to the
new era and the new situation.
