Abstract: Rural culture, formed by farmers in their long-term production practices, is a shared memory and spiritual symbol that can maximize the sense of pride, identity, belonging, mission, and responsibility among farmers, and consolidate the consensus and strength for rural governance, which is in line with the requirements of the modernization of Chinese rural governance. Currently, there are practical problems such as tradition disappearance, development imbalance, and loss of voice in the development of rural culture in China, which have become a bottleneck for the modernization of Chinese rural governance. Actively developing new quality productivity in rural culture and taking effective measures such as improving the rural cultural talent system, innovating the new quality state of rural cultural development, and promoting the digital construction of rural culture can provide new technologies for the innovative development of rural culture, build new paradigms for its transformation and upgrading, and provide new impetus for its creative expression, enhancing the leading, inspiring, and appeal of rural culture, and enabling it to better empower the modernization of Chinese rural governance.
