Regional Linking in Industrial Poverty Alleviation and Industrial Revitalization in Sichuan

Abstract: With the shift of the focus of the work on agriculture, rural areas, and farmers to a new stage of comprehensively promoting rural revitalization, it is of great theoretical and practical significance to transit smoothly and effectively from industrial poverty alleviation to industrial revitalization. The poverty alleviation areas in Sichuan Province are all located in hilly and plateau mountainous areas, and the anti-poverty cause in the two major geographical regions has both similarities and differences. This article systematically reviews the current development status and the main obstacles in the transition from industrial poverty alleviation to industrial revitalization in Sichuan. We found that the industrial poverty alleviation projects in hilly areas are difficult to start due to weak non-agricultural industries, low level of industrial structure and lack of funds and technical support; matter-oriented values in plateau areas aggravate market risks, and problems such as weak regional economic foundation, serious industrial homogenization, frequent natural disasters and low level of public services also affect poverty alleviation benefits. In order to improve the efficiency of poverty alleviation efforts and effectively resolve the difficulty in determine the direction for industrial development in these areas, in the future rural revitalization work, efforts should be made to strengthen targeted social governance, improve adaptation to local conditions and implementing targeted policies, and thus promote the sustainable development of poverty alleviation industries.
