Abstract:In the view of deeply studying and practicing scientific development outlook,the current situation is analyzed that the international scientific and technological publishing market is being monoplized,networking publishing is developing in the new environment and the publication and communication are diverstified.The developing situation of the periodicals of science and technology in the institutions is summarized and analyzed,it is pointed out that the function and level of the institutions can not be exactly reflected without high-level academic periodical.The periodicals are the main media in the institutions′ academic exchange and international cooperation,they are also playing an important role in scientific and technological innovation and the talented cultivation.The periodical-running idea should be switched to face readers,enhance the periodicals′ influence and strengthen the construction of editing team and publishing team.The developing strategy of the periodicals in the institutions is discussed from the aspects of modernization construction,expanding external exchange and cooperation,introducing advanced scientific management system and editing method and improving publishing efficiency and academic level,all mentioned above will guide the construction of the journals and periodicals of the institutions and research instutites related to petroleum industry.
