An Analysis of Optimization Paths for High-Quality Development of Deep-Space Economy——Against the Background of Studying and Implementing the Spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China

Abstract: The deep-space economy represents a revolutionary form of human productive forces extending into extraterrestrial space, encompassing emerging fields such as resource exploitation, technological research and development, infrastructure construction, and operational services. The 15th Five-Year Plan period marks a strategic window for China to advance toward a deep-space powerhouse. Proactively laying out the deep-space economy is not only a key direction for driving the kinetic energy transformation of the real economy, but also a vital support for developing a modernized industrial system. The internal mechanism of the high-quality development of the deep-space economy lies in the coordinated evolution of the innovation chains, the value chains and supporting infrastructure. First, innovation-driven growth and industrial chain spillover generate endogenous industrial momentum, with breakthroughs in core technologies to amplify value across the entire industrial chain. Second, scenario-driven development and demand creation pave the way for value realization, with application scenarios to define the direction of technological iteration and market outlets. Third, networked coordination of infrastructure underpins the systematic operation, integrating factor flows and commercial capacities through integrated space-ground platforms. At present, the development of China's deep-space economy is hampered by practical obstacles: reliance on foreign core technologies and lack of unified industrial standards, lagging institutional supply, structural shortages of high-end professionals, and the dual dilemma of long-cycle investment and insufficient market traction. To provide a more solid practical foundation for the high-quality development of the deep space economy, systematic approaches must be adopted, including strengthening self-reliance and self-improvement in science and technology, deepening institutional and mechanism innovation, improving talent cultivation systems, and advancing capital market synergy. These measures will resolve pressing bottlenecks constraining high-quality deep-space economy development, thereby contributing to the modernization drive and the great rejuvenation of the Chinese nation.
