Abstract: Tourism is the result of various factors interweaving. In the field of anthropology, many factors are put into "structure" and
"initiative" to view the relationship between the society and the individual, and to find a fit point so as to develop harmoniously. The
path of sustainable development of Dali tourism should not only pay attention to the "structure", but also give full play to the
"initiative". In other words, the structure needs to pay attention to the industrial structure to avoid excessive dependence on tourism
and to pay attention to the coordination and symbiosis between various existing "structures" in the development of tourism; the
initiative needs the local government to continue to play the leading role. We should give full play to the initiative of the locals and
attach great importance to the satisfaction of tourists both at home and abroad.
