构建教育精准扶贫的长效机制

The Construction of Long-Term Mechanism for Targeted Poverty Alleviation Through Education

摘要:

 党的十九大提出要优先发展教育事业,要推动教育事业优先发展,构建教育精准扶贫的长效机制是其重要抓手。基于扶贫政策变迁的视角,针对改革开放以来我国教育扶贫政策实践存在的不足与问题,提出以下构建策略:构建精准识别机制,进一步解决好“扶持谁”;政府主导,各方参与,共建合作帮扶机制,明确“谁来扶”;构建“多位一体”的帮扶机制,落实“怎么扶”;“如何退”扶贫与“扶志、扶智、扶德”相结合,充分认识到反贫困的复杂性,持续做好教育精准扶贫工作,推动我国教育事业的高质量、高水准持续健康发展。

Abstract: The Nineteenth Party of China put forward that priority should be given to the development of education, and the construction of a long-term mechanism of targeted poverty alleviation through education is an important step. Based on the policy changes in poverty alleviation, aiming at the shortcomings and problems in the practice of China's poverty alleviation through education since the reform and opening- up, this paper puts forward the following construction strategies: to build a precise identification mechanism to further solve the "who will be supported", a government-led, all-involved, and a cooperative support mechanism to
clarify "who to support", and a "multi- in- one" support mechanism to implement "how to support"; and to combine the poverty alleviation with the strengthening of "aspiration, education and morality". We should fully recognize the complexity of anti-poverty,and continue the work in precise poverty alleviation through education, so as to promote the sustained and healthy development of China's education with high quality and standard.
