摘要: 高校作为我国事业单位的重要组成部分,通过有效编制管理可提升高校人力资本使用效率、切实推动高校内涵式发
展。分析现有高校人员编制管理中存在的问题,重塑高校人员总量管理理念,并依照新理念对高校人员总量测算方法进行重
新设计,同时引入人员总量动态调整机制实现对高校人员总量动态管理,为我国高校内涵式发展下人员总量管理提供有效借
鉴,也为提升政府治理能力、有效落实“放管服”改革提供思路。

Abstract: Colleges and universities are an important part of China's public institutions. Effective establishment management can
improve the efficiency of human capital use and effectively promote the connotative development of colleges and universities. Through
analyzing the existing problems in the staff management, this paper reshapes the concept of total staff management, redesign the total
staff measurement method in accordance with the new concept, and introduce a dynamic adjustment mechanism to provide an effective
reference for total staff management under the connotative development of China's colleges and universities, and also to provide ideas
for improving the government's governance capabilities and effectively implementing the reform of "decentralization, management and
service".
