摘要:        乡村教师队伍稳定不是一个自明性的概念,它是指乡村教师的数量、结构和质量能满足乡村儿童成长、乡村学校建设和乡村教育发展需求的动态平衡状态,具有流动渠道的畅通性、队伍结构的合理性、职业理想的坚定性和教育行为的活力性等特征。要从根本上解决乡村教师队伍的稳定问题,就必须破除长期形成的城乡二元体制结构之弊端,确认城乡教师的平等权利与地位,继而促进城乡教师的自由双向流动。

Abstract:         The stability of rural teaching forces is not a self-evident concept. It refers to a dynamic state of balance where the size,structure and quality of the rural teaching forces are able to satisfy the needs of the growth of rural children, the construction of rural schools and the development of rural education.This concept is characterized by, among others, patency of the mobility channel,rationality of the teaching forces, firmness of career goals and vigor of educational behavior.Fundamental solutions to instability of the rural teaching forces include eliminating the long-established but defective urban-rural binary structure, affirming the equal rights    between the urban and rural teachers, and promoting free bi-directional mobility between the urban and the rural teachers.
