“第三领域”治理与“双轨政治”重构:农村环境自主治理机制探讨

Governance in the “Third Field” and Reconstruction of “Dual-Track Politics”: A Discussion on the Independent Governance Mechanism of Rural Environment

摘要: 农村环境治理面临农民参与不足的困境,“政府干、百姓看”的现象屡见不鲜。从湘西北常德市三个省级美丽乡村示范村的环境治理经验来看,在基层党组织的支持下,赋权环卫自治组织能够吸纳农村 “积极公民”主动承担公共职责,形成党与民众协同合作的“第三领域”。这种党民结合的“第三领域”是对传统“双轨政治”的重塑,具有防止基层治理过度官僚化、沟通政府意志和民众意愿、提升群众自主治理效能的重要作用,从源头上激发群众参与公共事务的积极性。在乡村振兴中,应该壮大党民良性互动的第三领域,为公共参与搭建“入口”,建构国家与社会相互融合的“强国家-强社会”善治模式。

Abstract: Rural environmental governance is faced with the plight of insufficient participation of farmers, and it is common to see governments working without public participation. From the environmental governance experience of three provincial beautiful rural demonstration villages in Changde, northwest Hunan province, with the support of local party organizations, the environmental sanitation autonomous organizations can attract rural “active citizens” to take the initiative to assume public responsibilities, and form the “third field” of cooperation between the Party and the people which is the reconstruction of the traditional “dual-track politics” and plays an important role in preventing the excessive bureaucracy of local governance, promoting the interaction between the government and the people improving the efficiency of the people’s independent governance, and stimulating the enthusiasm of the people to participate in public affairs from the source. In the process of rural revitalization, we should expand the third field of benign interaction between the Party and the people, build a platform for public participation of the masses, and construct a good governance model that integrates the country and society.
