Abstract: The copyright law adjusts the legal relationship between the original copyright owner and the deductive author based on
the deductive behavior of the work, and produces new original expression by changing the original work, so as to achieve the basic goal
of the copyright system to encourage the creation and dissemination of works. The application of deductive act rules directly determines
the legal nature of deductive act of works, and the legitimacy of deductive act directly affects the decision choice of original copyright
owner and deductive author. Pareto optimal economics standard requires that the design of institutional rules maximizes the benefits of
rule application and reduces the costs of rule application as a whole. The construction of the decision-making mechanism of the
deductive behavior of works should improve the institutional norms formed by the consensus on rules, and promote the actors to achieve
the Pareto optimal results in the decision-making process with clear rules and stable expectations.
