Abstract: Taking 16 prefectures and cities in Yunnan Province as samples and based on relevant data from 2012 to 2021, this paper
constructs an evaluation index system for the level of equalization of basic public services in Yunnan Province. The entropy method is
used to measure the level of basic public services of 16 prefectures and cities in Yunnan Province. The Theil index and its
decomposition are used to analyze the equalization status of basic public services in Yunnan Province. The results show that during the
ten years from 2012 to 2021, the level of basic public services in Yunnan Province has been improving year by year, but the development
of some prefectures and cities and in some fields is relatively backward. The level of equalization of basic public services is also
constantly improving, but there is still much room for improvement in the equalization level. Finally, four suggestions are put forward:
vigorously develop the local economy, make up for weak fields, play the leading role through exemplary examples to drive overall
development, and tilt resources to backward prefectures and cities, so as to promote a higher level of equalization of basic public services
in Yunnan Province.
