Construction of "Rural Top Teacher Workshops" in Yunnan Province:Realistic Needs, Practical Basis and Institutional Framework

Abstract: The establishment of "Rural Top Teacher Workshops" in township-level schools and the organization of rural teachers'
collective learning in local villages and towns is a new idea to fundamentally solve the problem of rural teachers' collective learning in
Yunnan Province. This reflects the downward trend in the construction of Top Teacher Workshops in districts and counties, and meets
the actual needs of rural teachers' professional development. To build good "Rural Top Teacher Workshops", it is necessary to clarify
the target positioning, rationally plan the site layout, properly consider the composition of the staff, and give a strong institutional
guarantee for the management system, resource integration, funding investment and management, learning exchanges, incentive
mechanisms, assessment and evaluation, and so on.
