Historical Investigation of Cross-Regional Governance Cooperation in the Miju River Basin: From the
Perspective of Ecological Compensation Theory

Abstract:

Direct compensation between regions serves as a crucial incentive mechanism for cross-regional ecological governance,
yet its operational effectiveness is often constrained by multiple factors such as payment capacity and payment willingness. Taking the
governance history of the Miju River Basin in Dengchuan Area, an area with the dual identity of upstream and downstream within the
Erhai Lake Basin, as a case study, this paper analyzes the root causes of upstream-downstream conflicts and the initial behaviors of
cross-regional governance cooperation from the perspective of property rights and transaction costs. Additionally, based on the basic
framework of ecological compensation, it explores issues such as the subjects of ecological compensation, payment forms, and the
raising of compensation funds in the initial stage of direct compensation. This helps clarify the origin of the incentive mechanism for
cross-regional cooperation.
