Thought on Public Policy Implementation Failure from the Game Theory

The essential of public policy formulation is the authoritative distribution process of interest, and different benefit main bodies are included in this process, thus the game is formed and started among them, eventually the game leads to the failure of public policy. This article tries to analyze the different game body of public policy failure and put forward some suggestions to improve it according to game theory.
