Abstract:        Household contract system has experienced a process of "three ups and three downs", and was officially confirmed and   promoted in the early 1980s. The innovations and practices of household contract system is a symbol of delegating powers to peasants   and a process of getting conscious selections by peasants. With respect for all the people, the Central Party has greatly propelled the   institutional changes.In current and future land reform experiments, we must adhere to the practice standard, take peasants' interests as   the fundamental target, bring the main role of the peasantry into full play, properly understand and handle the dialectical relationship   between productive forces and production relations, strive to integrate vertical continuity and horizontal expansion, and collaboratively   promote policy and legal process both in bottom-up and top-down ways.
