The Temporal, Gradual, and Transformative Nature of the Methodology of Establishing the New Before
Abolishing the Old from the Perspective of the "Second Integration"

Abstract:

The methodology of "establishing the new before abolishing the old" is a scientific practice system innovatively constructed
by the CPC using the "second integration" in the process of reform, which inherently embodies three interrelated characteristics: temporality, gradualness, and transformativity, which form three sequential stages, namely initiation, operation, and outcome. The temporality combines the law of negation of negation with the complementary theory of yin and yang in traditional Chinese medicine, highlighting the evidence chain and causal logic of establishing the new before abolishing the old. Gradualness embodies both the law of mutual transformation between quality and quantity, and the vein of "exhaustively investigating principles with dedicated effort to achieve comprehensive mastery" in the doctrine of "studying things to attain knowledge". It reveals the trajectory of the gradual change in "establishing the new" and the abrupt change in "abolishing the old". The transformativity embodies both the law of struggle in principal and secondary contradictions (from dialectical materialism) and the Taoist concept of "gentleness is the function of Tao". It renders visible the path by which "establishing the new" and "abolishing the old" adjust the positional relationship of contradictions.These three characteristics coexist and are embedded in the methodology of establishing the new before abolishing the old, ensuring the
stable and enduring implementation of China's reform practice.
