Communication and Guidance of Public Opinion on Non-foreign Related Sudden Social Security#br# Incidents in Frontier Minority Areas

Abstract: Sudden social security incidents in the frontier minority areas can be divided into the foreign-related and the non-foreignrelated
ones. In the process of opinion transmission, subjects in the non-foreign related incidents tend to maintain silent, and therefore
it is hard for the potential opinions to transform into public opinions. In this case, we should improve the emergency management
capability and governance level of the government, enhance the media literacy of minority cadres and people , build up the strength of
leading media in the frontier minority areas, and report more realities and problems of the frontier areas.
